Claude Foulk was executive director of the Napa State Hospital in California, a mental institution that dealt with insane and sexually violent criminals. He oversaw 2,300 employees and 1,200 patients -- while being a sexual predator himself...

Police in Long Beach first became aware of him back in September. A past victim, now in his 40s, told police Faulk was a pervert after he learned Foulk was now running a mental hospital.

The subsequent investigation revealed Foulk to be a serial pedophile with a rapacious appetite for young boys. He's facing 35 charges for raping his adopted son, now in his 20s, from 1992 to 2006. But police believe he assaulted many more young boys. The problem is that all of those cases save for his adopted son's are beyond the statute of limitations.

Detectives found evidence that Foulk has been raping kids since 1975. He used his connections working at hospitals and lured prey in his own neighborhood to get access to boys.

Perhaps more alarming is that Foulk lived next to a daycare center on the grounds of Napa State. So far, there's been no sign that he attacked children there, but neighbors don't feel comforted.

Though he's believed to have gone perv on at least five kids -- some of whom he cared for as foster children -- he's only been charged with raping his son. Foulk is looking at 35 felony counts, including 22 counts of forcible oral copulation and 11 counts of sodomy by force.
